Before I dive in and start listing all the websites that offer free polished, professional looking templates, the stubborn do-it-yourselfer in me insists that I remind you that the freeist (yes, I know freeist is not a word) way, both artistically and financially, to create a website is to start from scratch (or mostly from scratch) and make your own template. There are several sites on the Internet, including my favorite, thesitewizard.com, that provide very basic, free, easy-to-follow tutorials that will have you up and running in no time. You can always find free fancy backgrounds, buttons, logo makers, etc. to jazz up your site at one of many other websites that specialize in that type of thing. I downloaded my current background from GRSites.com.

Just as the website title states, it offers free CSS templates. This well-presented site is related to freewpthemes.net, and many of the same designs are available as WordPress themes. Approximately 419 templates available. All are tables free and offered for download in a standard .ZIP format.
